a period of long leave in England it would be unwise
to leave him in sole charge of the local Audit Office in Hong Kong.
For these reaons I consider that Mr: Dallin, who has now been away from the Colony upwards of 15 months, should return to Hong Kong on the ex- piration of the leave which has been already granted.

With reference to my return to Hong Kong at the end of June next, I have the honour to submit this application that I may be relieved from returning to
my Civil duties till the termination of the War, for the consideration of the Secretary of State. I humbly submit the following facts.
The Audit Department, Hong Kong, European Staff consists of 1 Auditor, 2 Assistant Auditors and one Chief
212 Clerk. In 1911, owing to the Auditor being on duty and on leave in Wei-hal-Wei, and one Assistant Auditor being on leave and afterwards transferred to another Colony I had to perform the duties during the whole summer of the Auditor and two Assistant Auditors.

In 1912, owing to the absence of the Auditor from the Colony and the sickness of the Assistant Auditor, I performed the duties of Auditor and two Assistant Auditors during the summer months. In 1913 the Auditor was also away from the Colony and the Assistant Auditor and Chief Clerk were also away, and I was therefore left by myself to carry on the work during the whole summer.
In 1914 I again performed the duties of Auditor in addition to my own duties, besides which, His Excellency the Governor, in addition to my duties, appointed me an
